L.A. Unified Board Vice President Nick Melvoin Proposes Amendment to Have a Community-Driven Appointment Process for the Constituents of Board District 5

LOS ANGELES, CA – August 20, 2018

Proposed Substitute Motion

Mr. Schmerelson - Providing a Voice and a Vote for the Constituents of Board District 5 (Res-002-18/19) (Waiver of Board Rule 72)

Whereas, We are living at a time in our nation when democracy and true representative government is being attacked and eroded at every level of leadership;

Whereas, The constituents of Board District 5 immediately deserve a voice and representation on the Governing Board of the Los Angeles Unified School District;

Whereas, A special election to fill the recently vacated Board District 5 seat cannot be feasibly held for at least four to six months after being officially requested by the Board;

Resolved, That the Governing Board of the Los Angeles Unified School District shall engage in an urgent, open, and transparent process to ensure that the constituents of Board District 5 are adequately represented by an interim, appointed, voting member of the Board;

Resolved, That residents of Board District 5 may apply or nominate a qualified representative to serve as the appointee until a special election will determine who will serve through the rest of the electoral term. The process for nominations and applications shall consist of:

  • Nomination: In order to nominate a qualified representative, the nominator shall submit the following information regarding the nominee to the Board Secretariat at crain@lausd.net by noon on August 28, 2018:
    • Name of Nominee
    • Contact information, including email and telephone number
    • Statement (no longer than 1 page) describing why the nominated person should be appointed;
  •  Acceptance of Nomination: Any person who is nominated will be informed of such nomination by the Board Secretariat by close of business on August 29, 2018;
  • Applicants and/or Nominees will submit the following materials to the Board Secretariat at crain@lausd.net by noon on August 31, 2018:
    • Resume
    • Proof of residence within Board District 5
    • Statement (no longer than 2 pages total) with responses to the following questions:
      • (1) What will the impact be on the constituents of BD5 if you are appointed as an interim board member? Why?;
      • (2) Why you are the best to serve the constituents of BD5?;
      • (3) How do you see yourself working with the other members of the Board of Education?
  • Applicants and/or Nominees will submit any additional information required by LAUSD staff to ensure that the applicants and/or nominees are not disqualified from serving as a Board member in District 5;
  • Resolved, That the Board Secretariat will:
    • circulate nominee/applicant materials to the Board of Education by the close of business on August 31, 2018;
    • verify that each applicant meets the residency requirements for an appointment during the week of September 3-7;
    • make public, according to the Brown Act, all applicant names and applicant- and nomination-materials; and be it finally,
  • Resolved, That at the September 11, 2018 Board meeting in open session, from the applicant list and materials provided, the Board will consider appointing an interim board member to represent district 5 by making nominating motions.
