LAUSD Facilities Services Division Receives Gold Safety Award from Liberty Mutual Insurance

LOS ANGELES (Feb. 13, 2015) – Los Angeles Unified School District (LAUSD) Chief Facilities Executive Mark Hovatter accepted the Liberty Mutual Gold Safety Award during the Los Angeles Board of Education's Budget, Facilities and Audit meeting on Thursday.

The award was presented in honor of the Facilities Services Division's outstanding safety record in the construction of new schools and the modernization existing school sites.  As a result of maintaining the safety of those who work on the District's construction projects, the Facilities Services Division's exceptional safety record has protected the community and saved the District millions of dollars in the cost of insurance premiums. 

“It is an honor to recognize our Facilities Services Division and their remarkable track record when it comes to protecting the workers who build, repair and maintain our school sites,” LAUSD Board Member Bennett Kayser said.  “As a teacher, I appreciate the value of, and effort it takes, to create safe learning and working environments for our school communities."

The Gold Safety Award is earned when the lost time accident frequency rate is 80 percent better than the construction industry average, as determined by the Bureau of Labor Statistics. 

"The District puts safety front and center and it is my honor to accept this award for the District for our ongoing safety efforts," Hovatter said.  "Safety is clearly and visibly integrated into our District's culture and this partnership with Liberty Mutual has made it easier for us to meet national safety standards."

Liberty Mutual underwrites the workers compensation and general liability program that covers the construction companies on LAUSD projects. LAUSD and Liberty Mutual partnered in May of 2006 by launching the Owner Controlled Insurance Program (OCIP), through which the District provides workers compensation and general liability coverage to its contractors for its bond funded construction program.  This approach is more efficient than having each contractor buy their own workers compensation and general liability policies.

“Because the OCIP is loss sensitive, good safety performance minimizes the cost of claims and ultimately reduces the premium policy by the District which makes bond funded dollars go further,” LAUSD Director of Risk Finance Robert M. Reider said.
