Teacher Reappointed to Board of Nation's ‘Report Card’ Named by U.S. Ed Secretary Arne Duncan

LOS ANGELES (Oct. 20, 2014) – Shannon Garrison, a fourth grade teacher at the Los Angeles Unified School District’s Solano Elementary School has been reappointed to the National Assessment Governing Board, U.S. Secretary of Education Arne Duncan recently announced. Garrison was first appointed to the Board in 2010. She will serve another four-year term.

“I am honored to have been reappointed to the National Assessment Governing Board (NAGB) by Secretary of Education Duncan,” Garrison said. “I have had the opportunity to work with and learn from a diverse group of individuals from across the nation who care deeply about education and student success. My work on the board has deepened my knowledge of assessment methodology, item development, and standard setting.  This learning has strengthened my ability to effectively assess student learning and evaluate the appropriateness of assessment items.”

Garrison and the other appointees will help set policy for the National Assessment of Educational Progress (NAEP), also known as The Nation's Report Card. NAEP makes objective information on student performance available to policymakers and the public at the national, state and local levels for nearly a dozen subjects. NAEP has served an important role in evaluating the condition and progress of American education since 1969. The 26-member Governing Board—a group of governors, state legislators, local and state school officials, educators and researchers, business representatives and members of the general public—determines subjects and content to be tested, sets the achievement levels for reporting, and releases the results to the public.

“Ms. Garrison is an amazing leader with a distinguished career in the LAUSD,” said Board Member Mónica García. “She serves our local 4th graders at Solano Elementary and will continue to serve our nation’s children through her work with the NAEP. High-quality instructional leaders are key to getting to 100% graduation. We are proud to have the authentic LAUSD perspective informing the national conversation on student achievement.”

Garrison is the chair of the Board’s Assessment and Development Committee, which reviews and approves all NAEP questions that appear on the assessments students take. She also serves on the Board’s Executive Committee. In her educator role, Garrison has served in many capacities, including as a problem-solving data coordinator, bilingual and Title I program coordinator, writing coordinator, science lead teacher and member of the language appraisal and student success teams. She is a National Board certified teacher, and has written winning applications for the National Blue Ribbon School and California Distinguished School programs. Garrison also received a Milken National Educator Award in 2008.
